Homebuyer’s annual household income cannot exceed the amounts shown below, based on household size (everyone living in the house). Annual household income is comprised of all wages and salaries of all household members age 18 and older, plus other sources of income for the total household.

Tiempo homes are part of the NSPII Program; therefore, homebuyers must complete pre-purchase counseling and meet income requirements to qualify for a home purchase. (Please see “income requirements” tab for more information.)

Our staff of housing counselors will stay with you through the entire home purchase process and work with you to make sure that your decision will be an educated one. Specialists will work with you to help understand which homes fit your budget best. We match you with a quality home for an affordable price. And our financial specialists will help you search for loan programs that offer the best rates for you, and make sure that you understand, and feel comfortable with, your loan's terms. Our financial counselors will work with you to make sure you qualify for the loan to realize your dreams, because we have access to some of the best mortgage companies. We also explain and accompany you through the loan procedure.

To schedule pre-purchase counseling, please call CPLC’s Housing Agency at (602) 253-0838 in Phoenix, (520) 882-0018 in Tucson, or (520) 281-9571 in Nogales. Then, fill out the attached Application.

When you attend your pre-purchase counseling session, you will need to bring the following items, plus the items required on the application:

  1. Two months of recent pay stubs for everyone in the household who is 18 years or older
  2. Two months of recent bank statements for all asset/cash accounts (all pages) for everyone in the household who is 18 years or older
  3. Last three years federal income tax returns
  4. Picture ID for each applicant
  5. Documentation of divorce decree (all pages) if applicable
  6. Social Security Card for each applicant
  7. Check or money order to pay for credit report ($14.25 for one borrower or $28.50 for two borrowers)

During your pre-purchase counseling session, you will review the following with the Housing Counselor:
A) Eligibility Assessment
B) Credit Report
C) Credit Assessment
D) Bank Package preparations for lender’s review

After your pre-purchase counseling session, you will need to attend an eight-hour Homebuyer Education class to prepare to become a Certified Homeowner.

This one-time class can be taken in English or in Spanish. The class informs and helps participants learn about budgeting, taxes, insurance, closing costs, maintenance, and money management. Our Homebuyer Education classes are fun, educational, informative, and strive to help prepare families to purchase a home easily and efficiently. As a subsidiary of Chicanos Por La Causa, Inc. (CPLC), Tiempo homes are part of the Neighborhood Stabilization Program (NSPII). NSPII was established for the purpose of stabilizing communities that have suffered from foreclosures and abandonment by providing the resources to purchase and rehabilitate foreclosed and abandoned homes and convert them to affordable housing.

NSPII refers to funds authorized under the American Recovery and Reinvestment Act (the Recovery Act) of 2009, and provides grants to states, local governments, non-profits and a consortium of nonprofit entities on a competitive basis. Grants were awarded to applicants who developed the most innovative ideas to address the impact the foreclosure crisis has had on local communities, while demonstrating the capacity to be responsible stewards of taxpayer dollars.

NSPII will also help prevent future foreclosures by requiring housing counseling for families receiving homebuyer assistance funds through NSP. In addition, it will protect homebuyers by requiring grantees to ensure that new homebuyers under this program obtain a mortgage from a lender who agrees to comply with sound lending practices.

In early 2010, Chicanos Por La Causa, Inc. (CPLC) as the lead applicant for a national consortium of high-capacity, non-profit affordable housing developers, was awarded $137,107,133 in federal funding to revitalize 15 urban and rural markets in eight states (AZ, CA, TX, CO, NM, IL, PA, and MD) and the District of Columbia. The selected census tracts have been negatively impacted by foreclosed and abandoned properties. The U.S. Department of Housing and Urban Development selected the CPLC/NALCAB Consortium (the Consortium) to be a grantee for NSP II funding.

Under NSP II, CPLC has the opportunity to help Arizonans buy homes, as well as help revitalize neighborhoods that have been negatively impacted by foreclosed or abandoned properties. CPLC has acquired single-family properties in approved census tracts in Maricopa and Santa Cruz counties for rehabilitation and resale to owner occupants whose incomes are equal to or less than 120% of the Area Median Income. Income-qualified buyers, depending on need, may be able to receive direct assistance for closing costs and the reduction of the initial principal balance.
